Boat insurance in New Zealand: what it covers and what changes the price

Boat insurance in New Zealand is a stand-alone policy, separate from your home and car cover. It pays for loss or damage to the boat and for liability if you hurt someone or damage their property, as the Insurance Council of New Zealand (ICNZ) describes personal pleasurecraft insurance. Maritime NZ makes the skipper legally responsible for the boat and everyone on it, so the policy is what stands behind that responsibility (Maritime NZ).

Policies differ most in the wording: how a total loss is valued, whether the trailer is covered, and how the boat must be stored and used. What boat insurance covers in New Zealand

A comprehensive boat policy has three parts: cover for the boat, liability protection for harm to others, and a small accidental death or injury benefit (Tower wording, p. 4). The table shows the main limits.

Coastguard membership and boat insurance do different jobs. The policy reimburses rescue and removal costs after a covered loss, while Tower's storm advice points owners to Coastguard membership for help on the water.

Agreed value, market value and sum insured

Three terms decide what a total loss pays. The sum insured is the amount you choose, and it caps the payout. Market value is what a comparable boat would have cost on the retail market just before the loss, as assessed by a marine valuer the insurer approves (Tower wording, p. 37). An agreed value is a figure fixed with the insurer when cover starts, so the payout does not follow the market.

Tower's wording does not use agreed value. On a total loss it pays the lesser of market value and sum insured, so a sum insured above market value buys no extra payout and one below it leaves you short (Tower wording, p. 31). Ask which basis a quote uses before comparing prices, because two quotes with the same sum insured can pay out differently. Two details change the outcome:

What changes your cover and your price

Tower may change the terms or the premium if you report a new storage address or method, business use, a modification or a new regular operator (Tower wording, p. 26).

Detail What Tower's wording does with it
Social yacht racing Covered for racing without spinnakers or extras over a course of up to 25 nautical miles, and other races only if Tower agrees and lists them (Tower wording, pp. 13 and 38). See yacht insurance in NZ.
Lay-up Optional cover that bases the premium on the boat staying at its home location for the months listed. Using the boat in that period means no cover under any section (Tower wording, p. 14).
Moorings Submersion cover away from the home mooring depends on a physical check at least every 24 hours, and the standard excess needs an automatic bilge pump, a self-draining cockpit and adequate storm covers; otherwise it is the greater of $500 or 10% of the sum insured (Tower wording, pp. 7 to 9).
Drivers and use Anyone you permit is covered, but not, for example, someone unlicensed where a licence is needed, without adequate experience, or intoxicated when that contributed to the loss (Tower wording, p. 20), and an extra excess can apply if the person in control is under 25 (Tower wording, p. 30). Tower does not currently offer business cover (Tower boat page).

Timing matters for storm cover. A new Tower boat policy excludes a storm, flood, landslide or similar event in its first 72 hours, and a cyclone named before it started. The exceptions are a policy that followed straight on from one covering those risks, or one taken out when you bought the boat (Tower wording, p. 23). Trailer boat insurance and your other policies

For a trailer boat, the boat and the trailer are separate items. In Tower's wording, boat and trailer insurance is one policy. It covers loss to the boat "on land, on water, in storage or on its own trailer", but covers the boat trailer itself only through an optional benefit for a registered and warranted trailer (Tower wording, pp. 7, 10 and 13). Your other policies fill in the rest:

Boat attached to a moving car The boat policy excludes liability here, except when launching or hauling out, because the car policy covers it (Boat wording, p. 19). Tower's car wording covers liability involving a trailer attached to the car (Car wording, p. 9) and lifts its off-road exclusion while you launch or retrieve a boat from its own trailer (Car wording, p. 17).
The boat trailer itself Only the boat policy's optional benefit, because the car wording's trailer benefit excludes boat trailers (Car wording, p. 29).

Theft has its own rule. A $1,000 additional excess applies if a trailer boat or jet ski is a total loss after theft from its trailer, with no sign of forced entry to its storage and no recognised anti-theft device fitted. Padlocks, chains and cables do not count (Tower wording, p. 8). Tower's advice names coupling locks, wheel clamps and cable locks, but the wording's test is a recognised anti-theft device, so ask Tower what counts. ICNZ also advises keeping trailered boats out of view from the road.

Yachts, jet skis and other boats

Tower's boat page lists runabouts, personal water craft, launches and cruisers, yachts, trailer sailers and off-the-beach dinghies as the craft it insures (Tower boat page).

Questions people ask

How much does boat insurance cost in NZ?

It depends on the boat and its value, how it is kept and used, the excess and any options. Tower's boat page publishes no prices, so only a quote shows a figure, and Tower's general guidance is that a higher excess may reduce a premium while optional benefits increase it (Tower).

Do I need insurance for a boat in New Zealand?

Not as a licence-style requirement: Maritime NZ says no licence is needed to operate a pleasure boat, but that the skipper is legally responsible for the safety of the boat and everyone on board (Maritime NZ). ICNZ says insurance helps cover loss or damage and liabilities you incur on the water (ICNZ), so it comes down to what you could not afford to lose. Check any finance, berth or mooring agreement, as it can set its own terms.

Does my home and contents insurance cover my boat?

Only small craft. Tower's contents wordings cover mechanically or sail-propelled watercraft up to a value limit that rises with the level of cover, and its house wording excludes liability from owning or using a watercraft. What are the types of marine insurance in NZ?
