Petcover's own range spans both ends of the table because it sells nine named plans across three product families under one underwriter. See how annual limits and sub-limits work and the fuller insurer-by-insurer comparison.
Cruciate ligament and hip dysplasia cover for dogs
Cruciate ligament tears are one of the most commonly claimed dog conditions. Most insurers treat a cruciate claim differently from an ordinary accident: an extended stand-down (typically six months) and its own, lower sub-limit, rather than no-wait accident cover and the full annual limit. Hip dysplasia is published far less consistently, most fold it into illness cover with no dedicated figure.
| Insurer | Cruciate ligament sub-limit for dogs | Hip dysplasia | Source |
|---|---|---|---|
| AA Pet Insurance | $3,200/yr; 6-month wait, waivable via AA's own exam form | Within the standard annual limit, no separate figure; if pre-existing, permanently excluded from AA's 18-month reset | AA Pet Insurance Policy Document p.8, 10, 12, retrieved 17 September 2026 |
| Cove | Not published; 6-month wait | Not published | Cove pet insurance, retrieved 17 September 2026 |
| PD Insurance | Not covered (Accident); $2,000 (Classic); $7,500 (Deluxe), shared with patella luxation, 180-day wait | Excluded from PD's definition of "accidental injury"; no dollar figure under illness cover | PD NZ Pet Insurance Policy Wording, retrieved 17 September 2026 |
| Petcover NZ | $1,500/$2,500/$3,000 (Mid-Range Core/Vital/Key); combined with patella and hip dysplasia at $1,500-$3,000 (Catastrophe); within the vet-fee limit on Superior/Economy | $4,000/yr, its own line item, on all three Mid-Range plans | Petcover Mid-Range PDS, retrieved 17 September 2026 |
| SPCA Pet Insurance | $4,000/yr, The Works only; not stated on Big Stuff or Everyday | Not separately sub-limited on any tier | The Works Cover Policy Document, retrieved 17 September 2026 |
| Southern Cross Pet Insurance | $5,000 (BlueRibbon/GoldRibbon) or $2,500 (SilverRibbon/BronzeRibbon) on PetCare; $2,500 on AcciPet | Not named in Southern Cross's sub-limit tables | PetCare Policy Document p.8, retrieved 17 September 2026 |
| Tower | $1,500 (Comprehensive) or $800 (Essentials, Accident Only); patella surgery shares the same figures | Not named as a distinct benefit in Tower's wording | Comprehensive & Essentials Policy Wording, retrieved 17 September 2026 |

Most converge on a 6-month cruciate wait (AA, Cove, Petcover's Mid-Range/Catastrophe, SPCA); PD uses the equivalent 180 days; Southern Cross's PetCare is the outlier at 90 days. Tower and Southern Cross's AcciPet name no separate cruciate wait, relying on the sub-limit alone. See cruciate ligament surgery cost, hip dysplasia surgery cost and luxating patella surgery cost for what the surgery itself costs.
Breed rules for dogs
None of the seven insurers' policy documents name a dog breed refused cover outright. The mechanism three publish instead is an earlier maximum entry age, and, at Petcover, an earlier age-loading trigger, for a named list of larger or higher-risk breeds.
- Petcover NZ maintains its own "Select Breed" list (giant and molosser-type breeds such as Bulldogs, Great Danes, Bernese Mountain Dogs and Boerboels, among others). A Select Breed dog must start Superior or Mid-Range cover before its 5th birthday, against 8th for other breeds; on Catastrophe the split is 5th versus 9th. Its Age Contribution loading also starts four years earlier for Select Breed dogs, at 4 and 7 rather than 8 and 10., Superior PDS, retrieved 17 September 2026
- Tower names seven "select breeds" for age purposes, Great Dane, Rottweiler, Bulldogs, Mastiffs, Dachshund, Boxer and St Bernard, which must start Comprehensive or Essentials before their 5th birthday rather than the standard 8th. Its Accident Only wording restates no maximum entry age at all., Comprehensive & Essentials Policy Wording, retrieved 17 September 2026
- PD Insurance uses the same "select breed" term without publishing its list: select breed dogs older than 6 years can only take the Accident Plan, against an 8-years-11-months cutoff on Classic or Deluxe for other breeds., PD NZ Pet Insurance Policy Wording, retrieved 17 September 2026
- AA Pet, SPCA Pet Insurance, Southern Cross Pet and Cove publish one age rule for every dog, with no breed-based schedule found.
A dog that ages out under one of these rules isn't necessarily uninsurable, see pet insurance for older dogs for what's still offered past the cutoff, and puppy insurance for the other end of the age range.
Third-party liability cover for dogs
Two of the seven insurers publish a third-party liability benefit for dogs, cover toward a claim if your dog injures a person or damages property.
| Insurer | Third-party liability limit | Included or optional | Source |
|---|---|---|---|
| Petcover NZ | $5,000,000 (Superior tier); $3,000,000 (Entry, Mid-Point); $1,000,000 (Mid-Range, all three tiers, and Safety-net Economy); $1,000,000 (Catastrophe 1 and 2) | Automatic on Superior, Mid-Range and Economy; a paid optional extra on Catastrophe 1 and 2 | Superior PDS, retrieved 17 September 2026 |
| PD Insurance | $10,000, identical on all three plans | Included automatically, subject to a 180-day wait | PD NZ Pet Insurance Policy Wording, retrieved 17 September 2026 |

The gap is large, Petcover's own highest-tier figure is 500 times PD's $10,000. The other five name no third-party liability benefit in the documents checked here.
Questions people ask
Does dog insurance cost more than cat insurance in NZ?
Most insurers here price dogs and cats identically and don't publish a separate rate. Claims differ: Southern Cross Pet Insurance's own 2025 figures put the average dog claim at $404, against $310 for cats (1News, 26 July 2026, retrieved 17 September 2026).
Why do some insurers treat cruciate ligament differently from other accidents?
Because a cruciate tear is often linked to a dog's build rather than one accident, most insurers carve it out of the normal "no wait for accidental injury" rule and apply an extended stand-down plus a lower sub-limit, see the table above for each insurer's figures.
Does my dog's breed affect what an insurer will pay?
Per the documents checked here, breed mainly affects the maximum entry age, and at Petcover, the age excess loadings start. It doesn't change the limit or sub-limit figures, which are the same for every accepted dog on a given plan.
Is third-party liability automatically included?
Only at the two insurers that publish it. Petcover includes it automatically except on its two Catastrophe plans, where it's a paid extra; PD Insurance includes its $10,000 limit automatically, after a 180-day wait.
