The most useful review of pet insurance in New Zealand isn't a star rating, it's the regulatory record. What "reviews" should mean for a regulated product
Comparison-site star ratings, like the one Canstar runs for pet insurance, come from a satisfaction survey Canstar itself conducts, not from a regulator or an independent auditor (Canstar pet insurance, retrieved 17 September 2026). Two things the table can't show in one line. First, "Fair Insurance Code (ICNZ)" reflects whether the underwriting entity appears on ICNZ's published member list, not whether the retail pet-insurance brand carries any separate commitment of its own, Petcover NZ and Cove aren't named on that list, only Provident Insurance Corporation and Aioi Nissay Dowa Insurance are (ICNZ member list, retrieved 17 September 2026). Second, "none found in the public record checked" for six of the seven insurers means no FMA enforcement action or warning naming that insurer turned up in the sources checked for this page, not that a clean record has been formally confirmed. The FMA's 2024 warning to Southern Cross Pet Insurance
The FMA found Southern Cross Pet Insurance had failed, over a prolonged period, to apply three advertised discounts correctly: an additional-pet discount, a direct-debit discount and a Southern Cross membership discount. The FMA said "the entities failed to apply the promised discounts" and that "entities need better systems and controls in place to identify and prevent issues as early as possible," treating the cause as poor controls rather than deliberate misconduct (FMA media release, 26 March 2024, retrieved 17 September 2026). The overcharge affected roughly 1.28% of Southern Cross Pet's customer base, and by the time the warning was published the insurer had refunded 96% of those affected. Southern Cross Pet Insurance Limited (FSP707751) holds a Financial Institutions licence from the FMA dated 31 March 2025, bringing it inside the Conduct of Financial Institutions (CoFI) regime, which requires a fair conduct programme (FMA licensed providers, retrieved 17 September 2026).
Complaints: the IFSO Scheme and what's actually published
New Zealand's Insurance & Financial Services Ombudsman (IFSO) Scheme is a free external dispute resolution service, and "pets" is listed as one of its standing case-study categories, alongside categories like health insurance and financial advisers (IFSO case studies, retrieved 17 September 2026). No NZ regulator publishes a pet-specific complaint count, so the honest comparison is the scheme's overall volume: IFSO accepted 600 disputes for formal investigation in the year to 30 June 2025, a 25% increase on the year before, out of 4,293 total enquiries and complaints across all insurance and financial services (IFSO media release, 18 July 2025). That is a reason to check an insurer's complaints process before you buy, not evidence about any one pet insurer, since none of these figures are broken out by product.
What insurers publish about their own claims record
Only two of the seven publish a claims figure under their own name, and neither is externally audited. Petcover's homepage states "93% of claims paid out (Jun 2023 to Mar 2024)," a figure not refreshed since it first appeared and now well over two years out of date relative to the period it covers (Petcover homepage, retrieved 17 September 2026). Southern Cross Pet Insurance reports paying $30.2 million across 78,649 claims in the 2025 calendar year, covering more than 65,000 insured pets, with an average claim of $404 for dogs and $310 for cats (1News, 26 July 2026). AA Pet, Cove, PD Insurance, SPCA Pet and Tower publish no equivalent figure anywhere checked. Neither self-published figure has been verified by an outside auditor, so treat them as marketing claims, not independently confirmed statistics.
What Consumer NZ found
Consumer NZ, an independent non-profit, has compared the cost and structure of eight comprehensive pet insurance policies for a 6-month-old cat and a 4-month-old Labrador retriever, using the maximum cover available under each policy as the basis for comparison (Consumer NZ, "Is it worth buying pet insurance?", retrieved 17 September 2026). Its review flags excess-and-co-payment structures and stand-down (waiting) periods as the terms most likely to catch a buyer out, matching a complaint reported separately to RNZ: an owner whose $1,000 excess was applied per condition, per policy year, not once for the life of the condition, on a claim for her cat's cancer treatment (RNZ, "Is pet insurance worth it?").
