State funerals in New Zealand, and the help ordinary families can get

A state funeral is a ceremonial funeral organised by government for a person of national standing. It is a decision for government, not a benefit that a family applies for, and it has no connection to the Work and Income Funeral Grant. We could not read the government's own criteria page, so we do not list who qualifies or what the Crown pays.
That limit matters, so here it is plainly. The Ministry for Culture and Heritage's website, where we expected to find the official description of state and official funerals, blocked our automated requests when we wrote this page on 20 October 2026, and we found no other primary source. We would rather say that than repeat an unchecked list of who qualifies, which department pays or what the protocol is. Several figures and claims on other websites about state funeral costs and Cabinet rules could not be traced to a primary source, and we have left them out. If you need to know whether a particular person would be offered one, ask the government agency responsible for ceremonial events, not a funeral director or an insurer.
What we can and cannot confirm
| Question | Our position |
|---|---|
| What is a state funeral? | In general terms, a ceremonial funeral organised by government for a person of national standing. This is a plain-language description, not a quotation from an official page |
| Who qualifies? | Not confirmed from a primary source, so not stated here |
| What does it cost, and who pays? | Not confirmed; we found no published figure |
| Can a family apply for one? | The Social Security Act 2018 and the Work and Income Funeral Grant page do not mention state funerals |
| Is it the same as welfare funeral help? | No. Welfare help is defined in law by relationship, income and assets |
The last row is the useful one. The Work and Income Funeral Grant is set out in sections 90 to 94 of the Social Security Act 2018, and it turns on your relationship to the person who died, their estate and, for a partner or child, your income (Social Security Act 2018). The person's public standing is not part of any of those tests.
What an ordinary funeral costs
Most readers who search for state funerals are really asking what a funeral costs and who helps pay. The Funeral Directors Association of New Zealand (FDANZ) puts a full funeral with cremation for 50 people at an average of $11,700 (range $10,000 to $13,900), the same funeral with a burial at an average of $14,300 (range $12,800 to $17,000), and a cremation without a service at an average of $4,700. These are 2025 member-survey averages for a stated scenario, not a price you should expect (FDANZ: 2026 Industry Trends Report). Our guides to funeral director fees and funeral costs break the bill down.
The funeral help families can claim
These are the routes with a published rule, as at 20 October 2026. None of them is a state funeral.
| Source | What it pays | The main conditions |
|---|---|---|
| Work and Income Funeral Grant | Up to $2,697.43 (as at 1 April 2026) | The person was your partner, parent or guardian, child under 18, or a single person over 18 whose funeral you arrange, and normally lived in New Zealand. Estate, asset and (for a partner or child) income tests apply |
| ACC funeral grant | Up to $8,236.40 for funeral and memorial costs | Only where the death was from a covered injury. If it is payable, the Work and Income grant is not |
| Veterans' Affairs funeral expenses | $3,297.09 for funeral costs, and transport of the body $877.26 within the locality or $1,754.53 to another (rates from 1 April 2026) | A veteran with qualifying operational service or a service-related death, or in some other cases where the veteran received a specified payment and the family qualify for a survivor payment |
| Council funeral for a poor person | A free burial or cremation | A council that runs a cemetery or crematorium may, and on a Justice's order must, bury or cremate a poor person where the estate is too small and relatives cannot pay (Burial and Cremation Act 1964, section 49) |
The grants are a contribution. By our arithmetic, $2,697.43 is about 23 per cent of an $11,700 funeral, 19 per cent of a $14,300 one and 57 per cent of a $4,700 cremation without a service. The ACC grant is larger but applies only to injury deaths. FDANZ also says that some councils ask funeral homes to apply to Work and Income before the council steps in under section 49. Details are in who pays for a funeral, the funeral grant guide and our page on council funerals.
Military and veterans' funerals
This is the nearest thing to a publicly supported funeral for most families. Veterans' Affairs funeral expenses are one-off help, and a grant from ACC, the Defence Force or Work and Income is taken into account. Burial in a Services cemetery needs qualifying operational service (or being that person's spouse or partner) and local authority approval (Veterans' Affairs: Funeral expenses and payment rates). Our page on the veterans' funeral grant covers the steps.
Other practical help
Banks can release money from the deceased's account to pay for the funeral without waiting for probate (govt.nz: What to do when someone dies). FDANZ also notes that 74 per cent of 2025 deaths had no pre-arrangement or pre-payment.
If you are planning your own funeral
A state funeral cannot be planned or bought, but an ordinary one can be funded in advance. Momentum Life's Funeral Insurance, issued by Momentum Life Limited (rated B (Fair) by A.M. Best; see its financial strength page), pays a fixed benefit of $3,000 to $30,000 towards costs for New Zealanders aged 40 to 75. In the first 24 months it pays only for accidental death, and premiums paid over the years can add up to more than the benefit, so it may not cover a whole funeral. It is one of several options on the funeral insurance hub, and the buttons on this page open Momentum's online application. Savings and a prepaid plan are alternatives, and both can affect Funeral Grant eligibility.
Adviser's view
A state funeral is a ceremonial decision for government, not something a family claims, and it has nothing to do with the Funeral Grant. We could not read the government's own criteria page, so we do not list who qualifies or what the Crown pays. The practical question for most readers is how to fund an ordinary funeral, and the sourced answer is a capped grant, a separate ACC grant for injury deaths, and a few narrower routes.
