Burying or placing ashes in a New Zealand council cemetery is billed as two charges: the plot (or niche) and the interment. In the councils we checked, the two together come to roughly $460 to $2,040 for an ordinary lawn ash plot, as at 20 October 2026. The Funeral Directors Association (FDANZ) gives a wider indicative range of $200 to $3,000 for an ash plot plus interment.
Ash interment is the placing of cremated remains in a marked place: a lawn or garden ash plot, a wall niche or a vault. It costs far less than burying a casket because the plot is smaller and the work is shorter, but it is rarely a single price. A council normally charges for the right to use the plot, a separate fee for the interment itself, sometimes a one-off maintenance fee, and a permit if you want a plaque. FDANZ says an ash plot plus interment adds about $1,300 to the cost of a cremation on average (FDANZ 2026 Industry Trends Report). The tables below show the council fees we could read, with the totals worked out, so you can see which parts of the bill are fixed and which depend on where and when.
Plot plus interment, council by council
All amounts include GST. Fees are the council's own, retrieved 20 October 2026. The "total" column is our arithmetic, for a weekday interment in an ordinary ash area. Fees are reset on 1 July in most councils, so check the year.
| Council (fee year) | Ash plot or right | Interment | Total (our sum) |
|---|---|---|---|
| Christchurch (2026/27) | $598 | $277 | $875 |
| Dunedin (2026/27) | $683.90 family ash plot, plus $293.80 service fee | $216.70 | $1,194.40 |
| Nelson (2026/27) | $901.50 lawn plot (up to 4 urns); $1,007 standard plot (up to 2 urns) | $312 | $1,213.50 or $1,319 |
| Porirua (2026/27 table; fees apply from 1 Aug 2025) | $728 lawn; $1,092 Kōwhai Garden; $1,450 monumental | $136 | $864; $1,228; $1,586 |
| Auckland (no fee year printed) | From $1,650 (Waikumete cremation lawn, ash lawn, Chapel view) | $390 ash burial | From $2,040 |
| Tauranga (2026/27) | $459 "ashes burial, plot and maintenance" | No separate line printed | $459 |
| Wellington City (no fee year printed) | $327 Mākara ash beam plot (plus $190 beam and $190 maintenance); $1,161 Seaforth Memorial Garden ash plot (two interments) | $198 ash burial | $905 (Mākara ash beam, the council's own total); $1,359 (Seaforth) |
Sources: Christchurch City Council, Dunedin City Council, Nelson City Council, Porirua City Council, Auckland Council, Tauranga City Council and Wellington City Council (Mākara fees, Karori and Seaforth fees and cremation fees). Wellington's pages print no fee year, and some Wellington plots carry a higher price: the Memorial Ash Garden at Mākara is $2,579 plus the $198 interment.
Three cautions about reading the table.
- Tauranga is not like for like. Its price is labelled "plot and maintenance", a footnote on the page says maintenance in perpetuity and the memorial permit are included in plot purchase (it does not say which lines the footnote covers), and the page prints no separate ash interment line, so ask the council whether $459 is the whole charge.
- Auckland's "from" price is a starting point. Other Auckland ash areas cost more: Manukau's ash areas are about $2,780 to $2,785 (one marked sold out), a four-urn columbarium vault is $2,800 at Waikumete and North Shore, and larger ash rows holding 8 or 16 urns run from $5,360 to $10,200 at North Shore (Auckland Council fees).
- Hamilton is left out on purpose. The council page we read was last updated on 5 July 2022 and does not match FDANZ's 2025 figures, so we do not treat it as current (Hamilton City Council).
Premium areas, niches and vaults
The ordinary lawn plot is the cheapest form. Where councils sell a garden, a rose garden or a wall, the price rises:
- Tauranga's ashes berm area is $1,820, its Memorial Gardens 14 and 15 are $2,283, Memorial Gardens 16, 17 and 18 are $3,537 and its rose garden area is $4,850, each as "plot and maintenance". Its Catholic and Presbyterian ashes plot is $2,522.
- Auckland lists an ash wall burial at $105 at its main sites, which is the interment charge for a wall, not the niche or vault itself.
- Wellington City charges $197 to place ashes in a niche, which is again a placement fee, and $198 to bury ashes.
- FDANZ's indicative range for ash burial, plot plus interment, runs from $200 to $3,000, all council costs (FDANZ: Financial matters, "as at July 2025").
A plot is often shared. A Christchurch ash plot takes the ashes of two or four people depending on the cemetery, though only one headstone or plaque is allowed per plot (Christchurch City Council: purchasing a plot). Nelson prices its plots by the number of urns they hold, from 2 to 8, and Auckland lists some ash areas by capacity too. If more than one family member is likely to be placed there later, a larger plot can cost less per person than buying twice.
Extras that are billed separately
| Extra | What we found |
|---|---|
| Plaque or headstone permit | Christchurch $87; Dunedin $105.10; Auckland $205 (monumental permit); Wellington City $108 ($62.25 at Karori, the Rose Garden and Seaforth); Porirua $94. Tauranga's page says a memorial permit is included in plot purchase; ask whether that applies to an ashes plot. |
| Saturday, Sunday or public-holiday interment of ashes | Christchurch $254 on a Saturday or public holiday when the sexton attends; Nelson $305.50 at a weekend and $395.50 on a public holiday; Wellington City $255 at a weekend and $554 on a public holiday. |
| Not living in the district | Nelson adds $805 to an ash plot; Porirua adds $364 to the plot fee; Wellington City lists an out-of-district ash plot at $526. We found no non-resident charge on the Christchurch or Tauranga pages. |
| Dividing the ashes | Auckland's crematoria charge $52 for ash separation. |
| Collecting ashes out of hours | Auckland (the council lists it at North Shore Memorial Park): after hours $410, Sunday or public holiday $1,235. |
| Funerals without a funeral director | Tauranga lists an administration fee of $515. Ask other councils whether they charge one. |
Nelson's page says no interments take place on public holidays even though a fee is printed, so confirm a date is possible before you plan around one. Sources are the council pages in the table above, plus our Wellington council fees page for the Wellington City and Porirua out-of-hours lines.
The plaque or headstone itself is a separate purchase from a mason or, in some councils, from the council. A permit is only permission to place it. Tauranga lists a council "granite book of memory and plaque" at $1,160, and we found no mason price list for this page, so we give no figure for the memorial itself. See headstones.
Scattering is not always free
If you decide not to bury the ashes, a cemetery may still charge to scatter them in its garden. Auckland charges $105, Wellington City $88 ($50 for a non-resident), Porirua $77 for the native bush memorial walk and Tauranga $349 for its cemetery park. Christchurch and Dunedin print no scattering line on the pages we read. Scattering on private land or in a public place has no council fee in our sources, but it needs the owner's or manager's permission; the rules are in our guide to scattering ashes.
Putting it in proportion
A council ash plot with an interment costs about a fifth to a quarter of a casket burial in the same council on the figures we hold, by our arithmetic. Dunedin's $1,194.40 compares with $6,082.40 for an adult burial, Christchurch's $875 with $3,460, and Nelson's $1,213.50 with $4,760. Neither number includes the funeral director, the cremation or the urn. FDANZ's 2025 averages were $4,700 for an unattended cremation and $11,700 for a full funeral with cremation for 50 guests, so ashes interment is a modest addition to the whole (FDANZ 2026 Industry Trends Report). For the cremation side see direct cremation costs and urns.
How to budget and book
- Decide where. Ask the cemetery office which ash areas, walls or niches exist and how many urns each holds. Our guide to what to do with cremation ashes helps with that choice.
- Ask for four numbers. The plot or niche, the interment, any maintenance or service fee, and the memorial permit. Our guide to what interment means explains why they are separate.
- Check who holds the right. The right to use a plot, not the land, is what you buy. If a couple or family will share it, put the arrangement in writing.
- Book the interment. Christchurch needs at least one working day's notice for its city cemeteries, two for Banks Peninsula, and approval before an interment is scheduled. It also requires burial, disinterment and plot purchase fees to be paid in full beforehand and offers no payment plans (Christchurch City Council: Interments). Nelson requires a Warrant of Interment, usually arranged by the funeral director, though families can organise ash interments privately.
- Keep the invoices. If you pay personally, you can ask the estate to repay you; see claiming funeral expenses from an estate.
Help with the cost
Work and Income's Funeral Grant is up to $2,697.43 as at 1 April 2026, tested on income and assets, and its list of reasonable expenses includes burial and cremation fees. If the interment happens months after the cremation, ask Work and Income whether a later invoice can be included before you rely on it; it says there is no time limit to apply (Work and Income: Funeral Grant). Banks can release money from the person's account to pay for the funeral without waiting for probate (govt.nz: What to do when someone dies). Our Funeral Grant guide explains the tests.
Planning ahead
The figures above are the bill for ashes alone. If you want to plan for the whole cost of your own funeral, including a plot or niche, Momentum Life's Funeral Insurance, issued by Momentum Life Limited, pays a fixed benefit of $3,000 to $30,000 towards costs and accepts New Zealanders aged 40 to 75. During the first 24 months it pays only for accidental death within 90 days of the accident; premiums are refunded for any other death in that window. Total premiums can end up larger than the benefit, and the benefit may not cover the whole funeral. Momentum's A.M. Best rating is B (Fair), explained on its financial strength page. The funeral insurance hub compares other providers, and the buttons on this page lead to Momentum's own quote. For the wider bill, see funeral costs. For the wider bill, see funeral costs.
Adviser's view
Placing ashes in a council cemetery usually costs somewhere between a few hundred dollars and about $2,000 in the councils we checked, against several thousand for a burial. For an ordinary ash plot the figure depends on two separate charges, the plot and the interment, and on extras such as a plaque permit, so ask the cemetery office for each as its own number before you commit.
